Best free website builder?

Hi, My friend and I are trying to build a website for our Xbox 360 clan, I am wondering what a good free website builder is, i tried freewebs and that looked really neat and nice but I didnt have the freedom to put pictures around the thing so I tried piczo, and that let me move stuff around but it looks pretty random and crappy. I dont know much more then basic HTML code so i need something easy to use. Any ideas?

If you know basic HTML code- build your own. That way it looks good, and how you want. There is plenty to learn while doing it also. A free program? There was one or two, but can't think of the name of them. Do you have FrontPage? You can build Web sites with it- or Publisher (This only applies as free if you have Microsoft Office on your computer)
