access control lists

I`ve recently had problems connecting to the internet when I use any browser other than Firefox. I get a message saying Forbidden, access denied by access control list, if I try to connect using Internet Explorer, Opera, MSN, Netscape or Realplayer.
My operating system is Windows XP Home, my service provider is Blueyonder since it is part of a joint broadband connection with T.V. and telephone. It`s a Packard Bell computer.
As I understand it the Access Control List is operated by a service provider, or website, to say that they don`t want a particular computer accessing that service or site. If this is the case, how do I get off of the Access Control List, and how did I get on it in the first place, since before about 4 weeks ago I could use any of the above browsers.
I`m not aware of it starting after I installed or downloaded anything.
Mozilla Firefox appears to work fine with no problems connecting.
Any help or advice would be appreciated. Thanks.
 
I just managed to sort the problem, by altering my proxy settings, which I was alerted to after I tried to download blueyonder instant support tool, but got a message saying http/1.1 404 not found.
