would a 450 watt psu suffice for a 7600gt?

Yes. The minimum is 350W

What are the amps on the 12v rail(s) THAT'S the deciding factor...

450 is plenty, the question is.. how much amperage is on the 12v. if it has atleast 18 I imagine it would suffice for one single GPU.
