When You type your ip into the adress bar it brings your routers gateway but will that happen on a pc outside the network?

The IP you type in to get to your router's config page is the internal IP address of the router itself, it's not your actual IP. If you type that in outside the network, it will not go to your router because you aren't on your local network. It's possible that a device on some other network would have the same IP, so you could possibly go to some other page. If you want to access your router from outside your local network, you can port forward to your router and then type in your external IP, but I strongly do not recommend doing that for security reasons.
