How to get strong backlinks?

hi there friends,
How to get strong backlinks? Would Page rank of the websites I was submitted matters most (as those which has high PR's gives us strong backlinks)??? For instance, I bookmarked sites which has PR 1, will it give strong backlinks to my website? Any ideas would help. Thanks!

I agree with Trenix above. Get out there and do some SEO article writing. Use Blogs, Article Sites (Such as Squidoo or Hub Pages). Get yourself on Reddit etc....

Reddit is less long term, and less quality but will give you a short spike.

Blogs and Article Sites will help your improve your image over a long time, so be prepared to invest time and don't expect results overnight!
