Freу and realible are the words which cannot be together. I can agree only on the such like cheap and quality enough like 1and1.com, santrex.net, hostww.net web hosting companies.
They are cheap and realible enough.
Other question what quality for you on free web hosting? Maybe it allows large and huge downtimes etc..

Maybe it would be better to find something decent with not expensive shared web hosts like hostww.net or taghosting.
I think that will be wise.
