no when they are unlocked it means that you can use the phone with other cellular providers such as verizon. The reason people do this is not only because AT+T makes you have the data plan which is 30 dollars a month plus the normal monthly fees but they also may not have AT+T as a cell provider and would like to use the Iphone with other providers.
I hear there is a way to hack them now so that you can use wifi to connect and not use the data plan as well but if you get caught doing any of this it is a pretty hefty fine.
