TOS violation

A friend of mine, and yes a friend really, I do have a firewall, has a problem of connecting to web sites. Whenever he attempts to connect to one, something pops up stopping him from connecting which says there is a tos violation. This is accompanied by multiple popups. He has Norton anti-virus but it didn't find anything. I referred him to ad-aware thinking it might be spyware, adware, or something like that. Well that removes some things, but when he connects to the internet the worm connects to whatever and those files adware removed are restored. Do you have any ideas of what this might be and how to fix it? I thought about trying an internet virus scan to get a better idea, but of course he can't connect to any web site.
One more thing, the worm only causes problems when he connects to the net.
 
Have him restore his computer to an earlier time

OR

Try turning off System Restore, and running the scan. That sometimes helps.
