Question ultrasurf help

Is anyone familiar with ultrasurf? See here: http://www.ultrareach.com/company/download.htm

It is a small program that bypasses many, if not, all web filtering systems. It does not need to be install onto the computer, can be run from any removable device, does not need admin rights--It runs only in memory. Worst of all, its free. I dont know the indepth details of this program. All I know is that its hard to block.

How do I block this program or the network sources it uses??? My network guys and administrators are baffled by this program. Any help is appreciated.

That's tough...it works by changing the proxy settings. You would have to somehow disallow the user to change any proxy or internet settings.
