Chances are you have something called jeefo.virus. What it does is makes a fake svchost located in the windows folder, when the real svchost.exe is in windos/system 32. Everytime you start a process that uses it, you will start a new svchost. It's a nasty little trojan that I have dealt with many times. I have a utility to remove it if you need it though. google jeefo trojan or virus and read more about it. You can't just delete the files either because they will be reinstalled on the next restart/refresh.

Sart up in safe mode and run. Make sure it disinfects or deletes all files(the disinfect file number should match the number of files infected). For the .exe files that do not get fixed, you have to delete the file.

Restart, do a spyware scan with windows antispyware or equivlent and your good to go!
