Default SLOW XP SP2 Laptop

Does anyone know or have any ideas why this XP SP2 Compaq laptop at my work is SOOO slow and always has 100% CPU usage?

I ran antiviruses, antispyware, and registry cleaning apps.....all no affect....

I also did checkdisk, cleaning and defrag....

whenever you run ANY program....the CPU usage goes from 20-30% to 100% and the processes always seem to change....no one process seems to make up the bulk....it always fluctuates back and forth....it's really weird...

any ideas??

Since you have run all of which you stated, with no affect. I would say, back up all of your data and reformat.
