A shell account is so that users can log onto remote computers via a command line. They can administer the computer from shell.

A shell account allows you to login to a remote system and execute commands. If you would like to get a shell account download a ssh client such as Putty for Windows or use ssh that comes with Linux and ssh to freeshell.org. You can create a free shell account there and see what a shell account really is by example.
