Running Exploits

So once I have an exploit for a port, how do I run it? Someone told me to do this....

1. Start Registry Editor (Regedt32.exe).
2. Locate the following key in the registry:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\i8042prt\Parameters
3. On the Edit menu, click Add Value, and then add the following registry value:
Value Name: CrashOnCtrlScroll
Data Type: REG_DWORD
Value: 1
4. Quit Registry Editor.
Note: It must be RIGHT ctrl, left won't work


So is that correct? Or is that just for a specific port. The person who ask this had the port 5000 open and wanted to run an exploit on it.

Note: I am not wanting to run exploits for "cracking". There are specific servers that I have permissoin to run exploits on. There are some "war servers" and then some of my practice servers.

I know most exploits are programed through C/C++ and Perl. I know Linux helps a lot for these as well as Unix. I'm on a XP PRO box right now; it's in the bussiness center in my Apts. I have a C++ Compiler installed on it right now.
