Networking and Sharing center options

Hi i'm trying to make sure my neighbours cannot access my wireless connection.

I've changed password and security key via 192...address
Then I changed the SSID name, and I noticed that next to it is option public network.

Now which of the options below is the safest to use please?

None of those options affect how computers outside your network see your network. It's all internal. If you choose public network then all file and printer sharing is turned off on your computer so other's on your network can't utilize your resources. Generally speaking, work and private are the same and don't differ all that much.

To directly answer your question, all 3 choices are safe.
