Question MS-Dos on XP?

Hey, I'm kind of outdated. I know how to get into MS-Dos in Windows 98, but I don't really know how to do so on XP. Can you access it when starting up? Does XP even have it? Also, do the commands in MS-Dos work on XP?
Sorry, I bet I sound weird, but help would be greatly appreciated!

If you put in a Floppy Disk and right click and Format in in My Computer then you can create a MS-DOS Boot Disk for XP.

you could also open a command prompt by :

Click Start -- Click Run -- type cmd

that is all
