Default Microsoft Object Access Logging

Hello Everyone. Whenever I turn on Object access auditing in Group Policy my log server will get overwhelmed with MS logs regarding files accessed in the Windows and System32 folders such as dlls and .MSCs. I have no file auditing set up on any of these folders or objects. Does MS log these events by default? Has anyone else dealt with this before?
