Locking Programs

Is it possible to lock certain programs? by this i mean making it so the computer asks for a password before it lets you open the program. I ask because my brothers computer broke so i am letting him use mine when im not around, but he isn't obeying the rules i gave in order for him to use it, such as no internet('cause he has his ipod, ps3 and psp for anything he wants to search) and no downloading. I found out he didn't listen when i came home to find skype downloaded on my computer.

so is it possible, and if so, how?

Yes, set him up with a new user account, then go into Parental Controls and turn off those things you don't want him to do. Note, you must have a password on the Administrator account for this to work.

one question, when choosing what programs are aloud to be used, does checking the box mean it CAN be used, or it CANT?
