Default Intrusion Detection

I open Internet Security and I see that intrusion detection is turned off. So I try to turn it off and it says, "Failed to save setting. Please verify that you windows account is not restricted." I am on the adminitrative accound so I am a little puzzled. Would this be a sign of a browser hijack?
