Tell me, dear, how is he going to get Putty onto that computer if he can't download anything? Even if he did, there's still that little matter of finding a computer to log into. Most of the free shell services out there are very strict on what you can and can't do with them too, so sending e-mail would be out of the question.

Besides, if he were going to go through the trouble of doing that, he may as well just tunnel all his http traffic through the SSH connection. Putty makes that genuinely simple.
