All good if in fact this is a personal filter made by them the only way that footheads solution will work is if you have admin right or you will not be able to change these setting but i would start with deleting all reg entrys from the registry which will kill the program and ones you have it deleted out of there start by deleting it out of program files this will destroy the program.

Yeap. If you can do that, it will be gone. If it won't let you delete it, DL a ubuntu liveCD, boot it, mount the hard drive, find the file from there, delete.
