Default Alright, I play an online game...

And I recieved a link to a file and I don't know if its a RAT and I wouldn't know how to tell. Can someone tell me how to tell if it is and it has all these little symbols after I changed it from .exe to .txt . (Vt$0WQVP|hd*B hX*B PVD$D D$U) So can I like convert this to normal text and see what it all says without having to open the program.

You can't. That's the compiled version of the program. you'd need to get a decompiler that'd work for whatever language it was written in.

Rule of thumb, if you don't trust it completely, don't open it. If you do trust it, scan it with an anti-virus first.
