I've never seen the backend of vbulletin. I imagine it offers a lot of features but it's fairly expensive. You could get a basic forum site going with phpBB, which is free and open source.
 
VB software is not cost effective for starting out. VB 3 and 4 still have a hefty price tag. If you get hosting with a company, make sure it has Cpanel. That has all sorts of free software in it you can use to get up and running. I found in the version I'm using it has one click installs that take the guess work out of getting up and running.

Hosting off your home ISP may violate the TOS and get you cut off. It's safer to get hosting and a domain name and go that route.
