Unable to load Windows with new GPU

Sorry. I meant that's what I tried earlier. No, it did not work. When setup had to restart, it hung on the Starting Windows screen.

It seems it's not software related at all. I'd agree with you that it might be a compatibility issue, but this is the second new card that's done this. The other one I sent back, thinking the card was bad, and it was also a different card than this new one. It would seem highly unlikely I've bought two incompatible cards.

Could this be a power supply issue?
 
No, you have a good PSU. Looks like it's either comparability issues or another defective card.
 
Most boards have 2 pci-e slots. The one by the cpu is the 16 slot and the other is an 8 slot. If you don't have it in the top slot, move it and try again.
