Do you have speed limits where you live? Because if not, that is actually the solution. Everyone cares for themselves, and thus care for everyone around them.

Yup, we do have speed limits similar to those in USA, with +10% error margin allowed, if I get the expression right.

Yeah, if the cop is in a good mood you will get off with a warning, but if he's having a bad day he'll give to a ticket.

EDIT: Also make sure you drive around with a box of dounuts in the car, so incase you break the law...you can soften the blow by sharing your dounuts with the cop.
