Unable to log into computer

Two adult daughters share a computer with each having their own sign in. One can no longer sign in. A box appears saying the login is not recognized or something to that effect. What happened? How is she going to get into her files, etc? Windows 7 OS.

Has the daughter with the account that can login into Windows does her account have admin privileges, If so she could simply remove the password on the other account.
