Bleeding is when light from the LED panel escapes certain areas and lights up the LCD panel unevenly. It can mostly (almost only) be seen on dark pictures. Like horror games or night scenes in movies.
It's normal for a monitor to have a little bleeding. But too much can get annoying really quickly.
I returned my previous monitor because of it.

It's production errors. So the monitor already have it on arrival.
I think it has something to do with the distance between the LED and LCD panel not being equal all over the screen.
 
That sounds about right. I am lucky to have never had that happen, but it didnt look like somthing that a user could do based on the pic that you posted.
