Fluctuating CPU Temps @ idle

Just built my wife a new system. Installed a Corsair H60, used the included thermal application paste, and everything works quite fine. But in Asus Suite III, it's monitoring my CPU temp and it seems to be jumping around quite erratically. It'll go from 22 to 25 to 34 to 28 to 30 and everything inbetween. At full load using Prime 95, it stays a pretty consistent 38 degrees after 5 minutes (still seems a bit low to me but I'm not too versed in intel, usually an AMD guy). What's the most likely problem? Specs for reference:

Intel i5 4670K
2 x 4GB Corsair Vengeance @ 1600

There is no problem here.
Temps increases and decreases quite fast.
You properly have something in the background that keeps the CPU from being in idle mode.
