I'd go with the second option over the first one, I'd recommend taking a look at the kits Newegg has to offer Newegg.com - DIY PC Combos, DIY Computer Bundles..

The problem is there is no telling when games will support that many threads (8 for Xenon)!

So, only if you can generally afford it go for the 1st option. Otherwise, the 2nd options is way enough for today's and the near future's standards. Besides, with the aftermarket cooler, you can overclock the CPU when ever you feel the computer got old and needs to be upgraded.

You want to game, but didn't list any video cards that you would be getting. The processor is not nearly as important as a video card for gaming purposes.
