pc that won't load

i have an hp with window 7 pro it won't load takes 20 min to load can't reformat or fix through loading says i don't have a power source fan but i do it runs constantly i use it for iracing.com can someone help thanks

I'm reading between the lines here . . .Power Source Fan? PSU Fan?

Check your Power Supply's fan is spinning.
If it isn't it may be overheating and therefore not providing the right voltages and has effectively extremely underclocked your CPU?

You open up the side to the computer, look at the PSU (which is a big gray or black block that are located at the top/bottom back of the PC and have wires going out of it) check if the fan is spinning.
quite simple.

First thing that comes to mind is that some of the boot files may have become corrupt, try using a windows install/fix disk to repair the OS boot files.. (IMO)
