Upgrading hard drives. Cloning?

Is it possible to take an old hard drive in working condition and clone it to a new one and put the cloned new drive right back in the computer and boot from it? I have switched boot drives around in rigs before to test the drive so I assume it would work. It would save the trouble of downloading all the updates and drivers for the computer. But would that violate some Microsoft policy?
 
Most of the time it is just a matter of getting a new hard drive into a computer because I am repairing it to sell it so I don't have any files at risk in the event I wipe the drive instead of cloning it. Thanks
