How do I stop bottlenecking?

Yes, my PC is low-end.
Windows XP
Pentium IV 2.8 GHz
AMD Radeon HD 6670

Is there a way to just STOP bottlenecking altogether?
Oh, and I already know what the definition of bottlenecking is. :)

On another issue, my games FPS were pretty decent in the past (Crysis 2 maybe 0 FPS, CS:S - 30 FPS etc...), now I'm lag spiking everywhere!
Here's what I did:
Closed all browsers before starting the game
Ended useless processes

Help?!?
 
I would say try clearing cache, or replacing the CPU. the video card is not bad at all. but a pentium if you could upgrade that would make a huge difference.

In my past experience I've never had an AMD-ATI work well with an Intel-Navida. be ic cpu to graphics card or vise visa, I like keeping the brands in a group.

But yeah I mean I'm not really sure. that's my basic idea I've never worked with problems of bottlenecking. I'd wait for someone else to answer that would give better advise then I could.
