System powers off during windows is starting logo

Yesturday i had a problem where i could not install windows 7 as when it tried to start it just powered off an looped.

I though i had overcome this by installing 32bit os instead of 64bit.

after a cold boot I get to just before windows logon and it just loops. Powers off and restarts.

After a few attempts it works.

I have tested RAM and that all works fine, its a new hard drive and the power supply has been changed also.

Humor me. Unplug the power switch leads from the mother board and just bump the 2 pins on the header. I've had sticking power buttons in the past. Let's eliminate that.

Its not that, the system only does it after a cold boot when the machine has had no power at all. Once its failed to start a couple of times it runs fine.

This was a Dell something or other, right?
