Server Cost

How much should a server cost with specs: 1U rackmount server, 8G of RAM, dual quad-core 2.67GHz Intel Xeon CPUs

Could anyone give a rough evaluation for it, or is more technical detail needed?

Apologies, I forgot to mention it is second hand.

It is a rack server that I have been offered. It is built and ready to go and has been in use for the past 2-4 years (I'm not sure of the exact time frame).

Does it come with an OS (if so, which one) and how much hard drive space?

When you leave the parking lot of a car dealership in your brand new baby, it deprecates by 1/3. When you're had it for a year it loses another 1/3. (Let's don't wander off on a car debate. It's just an example.)
Some of us here use that as a rule of thumb when buying used computer hardware.
You do want to see it operating before money changes hands. Don't go buying a pig in a poke.

The hard disks have been wiped so I assume there's no OS on there.

As for hard drive space, there are 6 hard disks and hardware RAID. I'm not sure the exact size of each disk but I'm assuming overall around 3-6TB.
