PS4 CPU Question

I dont know if anyone will be mad at me for asking but I was just wondering if PS4 could technically run Star Citizen since the CPU isnt clocked at 2.2Ghz but arent PC and Console hardware different? I tested the GPU (as 7970 since that's what it could probably ulltimitely put out considering the GPU can be maxed out on a console) on the official site and it got a 10 star rating. 8GB GDDR5 obviously isnt an issue so could the CPU keep up?

Apparently PS4's CPU final clock speed will be 2Ghz instead of 1.6, so that should help...

Console OS's are more efficient with lower resources, so a PC with identical hardware will be slower.
