Which tool is best to get an IDE hard drive on my new computer?

I recently built a new computer and I have an old hard drive which I have been using as a secondary drive and has all my personal files on it. The old hard drive is IDE and the motherboard I have doesn't any IDE connectors. I have several open PCI slots and I know I could get an adapter. I was just wondering which would be the best for a good connection.

You could pick up an external USB encolsure to put it in. Then it's portable and you can move it where ever. Would be even better if you have USB 3.0

Otherwise a PCI card would keep everything internal.
