internet blocking everything

hi im runnig windows 7 ultimate and my internet is blocking almost all downloads except for from internet explorer i can't download anything that requirers downloading from a server i can't access the net from anything but internet explorer

Control Panel > Windows Firewall; then click on, "Allow a program or feature through Windows Firewall". You should be able to fix it from there.

I jave completely turned my firewall off and removed norton security and its still not letting me in

Check for a malware infection.

Please have Windows Firewall back on and set the rules appropriately. Also, please show errors or any message that might be helpful.

When ever I try to get on the net it says [please conect to the internet] but I am conected I can browse with intent explorer them I downloaded fire fox and I couldn't get online but I have a strong Internet connection by ethernet as long as I use Internet explorer I can browse but if I try to use any other browser it says I need to connect to Internet

Make sure that your web browsers are set to automatically detect proxy settings.
