Need help with my PSU

I have a ACBELL pc7007 (see link: AcBel Polytech Inc. ) psu and i was confused about what the output power really is, because, the the website says it is 450W and it also says max 510W. On the PSU itself it says 510W MAX (http://postimage.org/image/um4jldo49/).
does this mean i can tweak it to 510W (if so how?) or does that mean it operates at 510W automatically during high demand.
I am asking this because i am thinking of upgrading my graphics card to gtx670 (http://www.geforce.com/hardware/desktop-gpus/geforce-gtx-670/specifications) which needs 500W minimum and im unsure if my psu can handle it.

Your PSU is classed as 450w so it would be better if you up graded to accommodate the gtx670 as you have other components using power within your system, (advise a known branded name and around 700w)

sorry for the late reply
I think i would rather go for the gtx 660ti now that i think about its, because it only needs 450W.
