Screenlag in games duo to ?

I got about 20 fps in games like League Of legends which aren't really heavy games as far as I know, so I want to upgrade my pc , the thing is, I don't really know what causes it (btw I got the video card drivers) .
What should I upgrade ? Thanks in advance !

However, it should be noted that 20fps is rather low, even on a Radeon HD 48XX.
Lower graphics settings & disable any antialiasing/filtering/advanced rendering options.
 
Thanks, the settings are already on lowest possible, is it also possible that it has something to do with my proccessor ? something to note is that when I check my task manager for cpu usage LoL uses about 80%
 
Do you know what CPU you have? There is a huge difference between a 2.8GHz Pentium 4 and a 2.8GHz Core i5.

And, yes the Radeon 4800 series is a weak card nowadays.
 
how can I know?

EDIT : I think its "AMD Athlon(tm) 64 X2 Dual Core Processor 6000+ 2.81GHz"
Is that bad?
