It sometimes after the screen turn black and a need for a hard restart comes up like this before the POST (it normally says the graphics card name and some specs about it).

Could be:
A driver issue
A hardware fault, I cant say what, I have never seen that before.
Boot using the on board video, and if you still get that screen, it might be a virus or motherboard fault.
this is just my opinion

Try unplugging your gnu from mainboard and see if it turns on. If it doesn't then unplug all peripherals except monitor and keyboard and see if you can get to bios. If you can then plug in one piece of hardware at a time until it works

Hey guys, just to update you, this issue is now fixed, was a faulty graphics card.
The machine kept crashing during games.
On reboot the graphics would be really messed up and text would show similar to the image i posted above.
The onboard graphics work fine and so a new card has been put in.
The old card (9800gt) was hissing so I'm guessing the capacitors or something similar was on the way out.
