Really.. People are telling me its a crappy build some are saying it will do just fine. I'm not looking for ultra graphics at Max FPS. It's unnecessary to me. I want 35+ FPS on med-high settings. And I'm wondering what that's cheap can perform that for me.
If you are only playing WOW then for that game it will do ok I think. I played wow on my Pentium4 and a GTS 250 and it was playable and I got ok frame rates. For anything else and pretty much any newer game, like Hameister said, it will perform very poor.

What part of this don't you understand. Everyone is telling you the same thing. Rio just explained that he was playing WoW using a Pentium 4, and it was just playable. That Pentium 4 would crush the Celeron that you want to use, so what could you possibly expect from a Celeron?
