Why do some websites automatically update while others you have to refresh?

Certain websites always keep their info updated while with others (this one for example) you may get a cached page when you enter and I hit refresh on my phone to get the latest.
 
Sometimes, you can't even get on the to the website at all. I think it may be because the admin or the person who owns the website is updating the website. Or because their website has had a security problem.
On some websites. It's webpage is white and will say 404 or something.

Why that is relevant, I'm not sure.


In regard to the OP, it's mostly admin preference. The idea is that by using chached pages, they will load faster, however the trade off is that the website becomes stale if you don't update it.
