Might be some system or firewall settings that are not letting in Internet TCP packets.
In your firewall settings, make sure all incoming Internet traffic is using port 80 (the most common port used) and outgoing traffic is outgoing on port 25. Default all the firewall settings.
Any sites black listed on you computer?
Reset your modem:
Type the IP address of your modem/router (I.E 192.168.0.1) into a web browser, have a good look, there should be a option to fully reset the modem - do it, after that, take out the power for the modem for 10 mins, go back into the modem settings and re-enter your ISP user name and password.
Then go to all of the possible network/Internet settings in the Operating System and reset them to the default settings.
Restart the computer.
