2.1GHz i7 better than 2.5GHz i5?

I'm about to buy a new laptop and I would like one able to play games like Civ 5 at decent graphics levels. I'm looking at one with a 2.1GHz i7-3612qm but it is also available in a 2.5GHz i5-3210m. Both apparently have a turbo of up to 3.10GHz. I was confused by whether the higher GHz of the i5 meant that it's more powerful or not in the way of gaming than the i7? What is better for quite demanding games such as Civ or Sleeping Dogs etc?

The gpu (graphics makes the most difference) if that is the same then the i7 will be better.
