Windows XP Black Screen After Logo

I have an old Dell machine that has a faulty onboard video card. I installed a PCI video card and it seems to work. I am able to boot into safe mode with no problems.

When I try to boot normal mode, I see the windows logo screen then it goes black and nothing happens. Any ideas?
 
Make sure in the BIOS it's set to boot to the PCI slot for the video. Also could you load the drivers for the card in Safe mode?
 
BIOS has 2 options for the video card: onboard or auto. I was able to load the drivers in safe mode.

To be more specific, when I say black screen I mean that the monitor is powered on and getting signal. The monitor is not asleep.

It is worth noting that this computer is currently on SP2 of XP. I'll update to SP3 and report back.

Update: It seems that installing this card has caused the onboard graphics to come back from the dead. Before the computer would power on but the monitor wouldn't come to life.
