Why is my computer running slow

Hi, My computer specs are:
Asus p8z68-v gen3
Intel pentium g620
4gb Kingston ram 1333mhz
Tp link wn881nd wireless pci e card
Antec basiq vp450p power supply
Re-certified wd 160gb carviar blue hdd
Liteon DVD drive

the boot time takes a few mins and the program's take a very long time to load and sometimes they don't even load at all, I am running windows 7 ultimate 64-bit. I installed windows xp 64-bit and even that is much faster than win 7 but xp still takes time to load up as well

You didn't state your GPU, maybe your GPU comes with your Intel CPU? Your CPU is actually quite old, and if your GPU is with Intel, then it's good to get a new laptop, if possible (I can't because I'm only 15), because Intel GPU's are really slow. Sorry to say.
 
his CPU was launched in the second Quarter of 2011
you call that old?
just a year? wow, then my Core 2 Quad must be prehistoric!

are they the best no, but it has a lower bus latency then a dedicated GPU since his GPU is on the same die as the CPU

what might be causing his problems is that he might be running out of RAM
he needs to look at see what programs are running at boot
and defrag his hard drive
that should help alot
also clean up all of the temp files and cookies and such
my suggestion is to use a program called CCleaner

run it

then run it through your registry
have it clean and fix everything
then select the tools and start up option

if you know what it is and you dont need it as soon as your pc starts
then disable it
if you dont know what it is
either google it or leave it alone
let us know how that works
 
thanks guys for your help, but i installed windows for the first time, so it wasn't the ram or any other software issues. However it was the re certified hdd that was causing the problem.
