Does refreshing your phone help with downloading?

Is it your experience that refreshing your phone increases your chances of a successful download?

One thing for sure - downloading two or more of the same video hinders your chances of a successful completion. I'm amazed that even though I'm on a 3G network with my phone being throttled, my download speeds far exceed expectations.
