i do agree reaching agreement wouldnt be easy however it isnt practically impossible in fact i can demonstrate 2 areas where international agreement exists
In banking and finance there is international agreement pertaining to certain rules etc accross all of the developed countries with the 21st century service sector economies

The laws of war and the just war theory is also another internationally accepted standard
