Black Screen! Help!

I was on my PC just browsing as normal. Then I got a message from 'Celec' telling me that my screen was 'now blocked' because I had been downloading pirate music from a certain IP address. Although I don't download music. I tried to close the message by using TskMgr, but I couldn't open TskMgr so I shut it down and started it up again and now all I get is a black screen with my cursor. But this time I can open TskMgr but nothing else works.

Can someone help me get my screen back?

Before I dive in with things to try, what happens when you boot into safemode?

Sounds like a virus. Is explorer.exe running in task manager? If not you could start it. Also, see what safe mode does.
