But if they're only ordering 5 ISP's to block pirate bay, would it be possible to access the site on a different ISP?
Would changing your IP address do anything at all? Just curious

I'm not fully aware of the logistics, but my understanding is that in time all ISPs by law will have to block whatever the government ask them to.

Not sure how many ISP's there are, but the U.S. already has the laws in place to do such a thing. Remember PIPA and SOPA? They were advertised laws. Nobody really knows about ACTA, but it was signed into law by Obama late last year. It's an international treaty and he signed without congressional ratification (impeachable). So, whoever controls the system that ACTA is supporting can turn off whatever they want the U.S. not to see.
