$400-$500 budget for New Laptop(Recommendations)

I have a laptop that will be 2 years old in September. It is a $350 entry level Compaq that I got at Best Buy. My laptop does not have a webcam, bluetooth or a card reader just USB ports and an the Ethernet port. Since its a cheap 2 year old Compaq it is starting to show its age. It is slower making a lot of noise and I feel like it could break down at any minute. Staples said the system fan needed replacing.

I want to buy a new one with my financial aid refund I get in June. I have a budget of $400-$500 for the actual laptop plus insurance and all that it will be about $600 all together.

I want something that has:
Webcam
Bluetooth
USB Ports
The most Ram and Memory I can get for the price
Something that does not feel cheap

Please dont recommend Compaq every time I get one it always breaks

I am a college student so I will mainly use it for homework and surfing the net. I do not need anything fancy.
